NACEF
NACEF: the fiscal cash register in Tunisia.
NACEF is the Ministry of Finance’s national fiscal cash register system. Here is who it covers, the timeline and the legal texts, from official sources.
What is NACEF?
The Ministry of Finance requires a fiscal cash register for on-site food and drink services. The NACEF system aims to make commercial transactions traceable.
Who is covered, and from when?
The Minister of Finance’s order of 14 October 2025 sets the timeline:
- 1 November 2025: legal entities running tourist-classified restaurants, tea rooms and second- and third-category cafés
- 1 July 2026: other legal entities providing on-site food and drink services
- 1 July 2027: individuals under the real tax regime who file monthly returns
- 1 July 2028: other individuals providing on-site food and drink services
The legal texts.
- Article 48 of the 2016 Finance Law
- Government Decree No. 2019-1126 of 26 November 2019
- Minister of Finance’s order of 14 October 2025
- Article 94 of the Tax Rights and Procedures Code
What it means.
The register must come from a supplier accredited under NACEF. Tampering with the register, or destroying or falsifying the data it records, exposes the business to penalties under Article 94 of the Tax Rights and Procedures Code.
The texts and the official list of accredited suppliers are published on jibaya.tn and caisse-enregistreuse.nacef.tn.
